Dr Sarena has ten years of policy research experience within the think tank arena. She was previously a Deputy Director at Khazanah Research Institute leading the food and agriculture policy research pillar, with a DPhil in Plant Science from the University of Oxford, United Kingdom. She graduated with a First Class Honours in Bachelor of Science from Lincoln University, New Zealand.

Anis Farhana Amran
Research Associate
Anis is a Research Associate at PNBRI. Her research interests lie in education equity and gender inequalities, particularly how structural barriers intersect to shape access to opportunity. She is especially interested in how these dynamics influence education-to-labour market transitions and broader questions of inclusive development. She holds a BA in Philosophy, Politics and Economics from the University of Southampton. Anis aspires to contribute towards a Malaysia that nurtures and uplifts diverse talents, paving the way for all to realise their potential.

This report is the outcome of a collaboration between the PNB Research Institute (PNBRI) and the Ministry of Agriculture and Food Security (KPKM). The partnership enabled PNBRI to access national agri-food data for research and policy analysis aimed at strengthening Malaysia’s agricultural and food security landscape.
The study focuses on agricultural Technical and Vocational Education and Training (TVET) which is a key strategic area identified in the KPKM Strategic Plan 2025-2030 under Pillar 3: Strengthening a Competitive Talent Pool.
The study is guided by three objectives:
- To profile KPKM's agricultural TVET graduates according to their socio-demographic characteristics, including geographic distribution;
- To assess these graduates' labour-market outcomes according to their employment status, job relevance, and income as indicators of the economic returns to education and training; and
- To examine job-field alignment, specifically whether graduates of KPKM’s agricultural TVET programmes are employed in agriculture-related occupations.
